Thorney Parish Council Adopted the Parish and Town Councils Model Code of Conduct including paragraph 12(2) and has put in place light touch rules of operation Adopt the New Code which took effect from September 1st 2007.
Light Touch Rules
The adoption including Para 12(2) means that Thorney Parish Council has set up rules of how the situation will operate when a councillor with a prejudicial interest is invited to make a factual presentation and answer questions. Initially a resolution was passed "If a councillor with a prejudicial interest wishes to speak on an agenda item then that interest and intention must be stated immediately after Item 1 on the Agenda. The public will be allowed a maximum of six speakers who may provide information for up to three minutes only and each person may only speak once. The Chairman will look to secure a balance of public speakers. The public participation is not to be a part of the debate but merely fact giving and answering questions in the same manner as the councillor with the prejudicial interest".
This information was notified both the Standards Board for England and the relevant Monitoring Officer of the Code that the code was adopted by the council. On Thorney Parish Council’s behalf CPALC placed an advertisement in the local press and notified the Monitoring Officer.
